I'm going to actually say no on this one. Unless you're an official
wordpress.org theme like Twenty-* or so forth, you should not use the
WordPress.org URI for your theme URI or author URI. There is no technical
reason for this, we'd simply prefer it if you didn't.

I would not fail a theme *solely* because of this, but I would put it in
the "must fix" category if there were other reasons to not-approve the
theme.
