[theme-reviewers] Help to Review in Child Theme - Accessibility Ready Theme

I don't see this as something we need to put down in writing immediately
... I just felt it was something, at least form the TRT point of view that
should be addressed at some point.

I do see this as something that should be addressed sooner rather than
later, perhaps as a preemptive idea.

The basic premise being: a Child-Theme in the WordPress repository must be
created from an already (recently) approved Parent-Theme. This could easily
be extended to take into account the special tag "accessibility-ready"
following the same ideal: an accessibility-ready Child-Theme must be
created from an accessibility-ready Parent-Theme (within the bounds of the
WordPress Theme repository).

Outside of the WordPress Theme repository anything goes but I think it
would be a simple enough expectation within the repository to go forward
with.
