[theme-reviewers] Theme Live Priority.

Short of finding a way to automate it, not really. Besides how would you
mark the ones that are still under review from over a week? ;)

I personally like the human element in the mix, much like the featured
themes. It's like when you go to a store and get a chance to watch the
cook/barista/artist do his stuff. You don't really want to sit there and
watch a production line.
