[theme-reviewers] Regarding Terms of Services

I'm new as a reviewer  and I had gone through some previous tickets and
found one of the reviewer asked for TOS .

@rohitink : Please Guide me through here. The Ticket I had gone was this

Does It mandatory , TOS ?
