[theme-reviewers] Function calls

Hey.

Chip has mentioned this a few times:

"Function calls in functions.php must be placed inside callbacks and hooked
into appropriate actions (such as after_setup_theme for Theme setup
functions, or widgets_init for Widgets/dynamic sidebar functions)"

I think I understand why this is best practice but is there an post/article
explaining why it is best practice so that I can share with others.

Also is this mentioned somewhere in the guidelines.
