[theme-reviewers] A couple of doubts about the "Make" theme and what's allowed

Credit link as optional and disabled by default is a Plugin guideline,
IIRC. It's been discussed for Themes several times, but there's never been
sufficient support to apply the same guideline to Themes. You can guess
where I stand. :) But we really try to avoid setting guidelines like that
by fiat.
