[theme-reviewers] Bundled resources license

If the *Theme* has bundled the resource, then the Theme needs to include
explicit copyright/license attribution in the readme (or license) file. If
the Theme is merely enqueueing a core-bundled script, then no attribution
is required. If the resource in question is a core-bundled script, then the
Theme is required to use the core-bundled version.
