[theme-reviewers] Comments template on pages and next / previous on blog posts

Hi,

I'm reviewing a theme that has the comments template on pages and next /
previous links on blog posts turned off by default in the theme, but they
can be switched on in the theme options tab. Is this OK or should they be
turned on by default?
