[theme-reviewers] Question: Why it is not allowed to use function_exists check ?

There is no such rule prohibiting the use of function_exists in a
theme. Many themes use it to allow child themes to override theme
functions if necessary.

Depending on the specific case, this may not always be the best way,
but it is acceptable.
