[theme-reviewers] Bundled plugins

Just want to double check again, but I seem to recall that plugins CANNOT
be bundled with themes.

I'm reviewing a theme right now -

and the theme works without the plugin and installing the plugins is
optional, but if you choose to install these, they are downloaded directly
from the theme.

I'm pretty sure that this is not allowed right?
