[theme-reviewers] Child Theme Guidlines

@Ulrich - A simple example, changing the background of the Parent-Theme if
the Parent-Theme offers the core background color changing option would not
be accepted as a Child-Theme.
A little more involved, changing a layout that can be achieved by the
Parent-Theme options would not be significant enough of a difference, even
if that layout was made the default at activation.
The Child-Theme basically has to add something new, that the Parent-Theme
does not offer any any way ... which can still be as simple as changing the
layout in the way I offered two of my own themes:

http://wordpress.org/themes/shelter (an example of an extremely simple but
valid Child-Theme ... and one of the first to gain entry into the
repository)
