[theme-reviewers] Child Theme Guidlines

You can start from the basis, if the Child-Theme can be derived from
current WordPress core and/or Parent-Theme options then there is not enough
of a difference ... once you have passed that "benchmark" you can start
looking at the theme as a Child-Theme.
