[theme-reviewers] Option to create child theme from theme option

Unfortunately, that plugin isn't using the Filesystem API and so could
be dangerous on some shared hosts (none of the major ones though).

It wouldn't be particularly hard to write a plugin to do this sort of
thing though. Pluginception has all the code you'll need for the basic
idea of it. Just rejigger it to make the theme files and directories
instead. Might be worth adding in a function to copy some existing
templates over to the child too.
