[theme-reviewers] Theme shops inside end user's website!

The answer for the second is definitive: Themes *MUST* be fully
self-contained. Hotlinking images and/or pulling in untrusted data from an
external site are absolutely prohibited.

(The only current exception is proper use of APIs, such as Google Fonts.)
