Version 1.11 is not the same as version 1.1.1.

The version number in this style.css file is 1.54:
http://themes.svn.wordpress.org/jbst/1.54/style.css

That's "one dot fifty-four". Since 5 is less than 54, then it's a
lower version number. WordPress's update system uses the PHP semantic
versioning mechanism. So if it allowed you to upload 1.6, for example,
then nobody would ever get the update because that is a lower version
number than 1.54.

If you mean version "1.1.1", then that is what must be in the
style.css file. Including the second dot.
