[theme-reviewers] theme's trac, priority

Determines what type of ticket the theme is. Nothing a reviewer should be dealing with really. I believe the system nacin and Otto setup does it automatically now. And I think it before as well. 

Reviewers should only be concerned with the action and not the properties of the ticket. Those are generally handled by the admins.
