[theme-reviewers] Assets Licence In A Theme

I am currently reviewing a theme, that comes bundled with some fonts, icons
and jquery plugins that are licenced under the (GPLv2) licence.

Presently the theme has a licence,txt file that contains the GPLV2 licence.
Is this right or does the owner of the theme have to specify which licence
each of the bundled assets are licenced under.
