Yes, A Guy is offering to Pay me money to create a theme, which he will submit it to wordpress.org from his own username. He will definitely follow all proper guidelines, especially those related to ThemeURI and AuthorURI. Theme Code will be properly licensed. He is also a Developer, so in future he will be maintaining the themes himself.
I don't see any problem in this, but still wanted to confirm.

Generally speaking, if the *owner* of the code submits the Theme, then that's fine. If someone commissioned you to develop a Theme, then that person owns the code. If that person chooses to contribute that Theme to the community by submitting it to the Theme directory, there's no inherent problem. (All appropriate guidelines regarding credit links and such must be observed, of course.)
But Otto may have a different stance, based on WPORG policy.

Also, Since I am a reviewer, I never review themes I have built for other people. Not even the updates.
