[theme-reviewers] Theme promotion in dashboard

Ultimately, the real answer is: the user's admin area is not a billboard,
and the purpose of the WordPress.org Theme Directory is not to promote
upsell commercial Themes.

The actual, most-appropriate place to advertise an upsell commercial
version of a Theme is via Theme URI.
