[theme-reviewers] Admin Bar Upsell - second opinion

I have same question. Are themes allowed to have two menus under Appearance, one for theme options and another for promoting other premium themes. Currently one of the theme I am reviewing is doing so. I know upsell promotion is allowed but should it be inside the same theme option panel or we can have two menus in Appearance

Regarding Casey question my personal opinion is that promoting pro version just inside theme options is enough.
