[theme-reviewers] Request to retire/suspend themes

We would like to retire the following four themes, which are several years old and no longer supported:

Vigilance: http://wordpress.org/themes/vigilance
Paperpunch: http://wordpress.org/themes/paperpunch
Titan: http://wordpress.org/themes/titan
