[theme-reviewers] Title Function

There may be certain exceptions, but they are for specific reasons. For
example, Themes cannot use the 'menu' parameter of wp_nav_menu(), and
should instead use the 'theme_location' parameter. There are certainly
other similar examples, but they are the exception.
