[theme-reviewers] Closing not approved themes

Including the cap of 5 tickets and not skipping the one that are too
complicated for me?
Its not only about learning, but about time too, if i have a few mins and
can review a ticket after the one that's complicated and will take more
time than i have, can i skip the complicated one?
