[theme-reviewers] Theme naming guidelines

The Theme Review Team cannot feasibly police trademark issues. The stated
Guideline protects the naming convention of the core-bundled Themes, and
prevents usage of the terms "WordPress" and "Theme" in the Theme name.
Other than that, Theme names are pretty much wide open, first-come,
first-served. Anything beyond that is just not feasible.
