[theme-reviewers] Theme removal (propress)

There are so many different approaches that could be taken but I really
like the idea of a theme author choosing to put their work up for
"adoption" rather than having it removed and/or being able to designate a
new contributor to the theme a la plugins having multiple contributors. In
essence, add the adopter as another "contributor" and they carry forward
while still keeping the original author's contributions intact ... its
probably really involved under the page but another idea to (re)consider.
