[theme-reviewers] GPL and limiting usage

There may be some concerns with their pricing/licensing verbiage but as Amy
noted, that is not within the purview of the WPTRT team.

If you have concerns about commercial themes those need to be brought to
the attention of the folks answering the emails sent to
themes at wordpress.org(see the bottom of the commercial listing page).
