[theme-reviewers] @Otto / etc. Theme Upload issue.

Yeah, uploads to themes that have not been reviewed yet now change the
ticket instead of creating new ones. A little bit smarter and easier
for reviewers.

Blame (thank) Nacin. He did all that work. I like it. :)
