I think it should be, but it hasn't been added yet.
Mainly, because it leaves the opportunity to allow query_posts() exceptionally, for well-justified edge/use cases.

Yes, query_posts() is strictly forbidden. Use a proper WP_Query call for secondary loops, or pre_get_posts to modify the main query.
