[theme-reviewers] How many Theme Pages(Admin end) can be created?

We operate under the assumption that *every* Guideline can be made an
exception, if valid rationale is presented. The Guidelines are the starting
point/assumption, and from that point, rationale can be provided to justify
doing something outside those Guidelines.
