[theme-reviewers] How many Theme Pages(Admin end) can be created?

I am reviewing a theme, in which the author has create two submenu pages under Appearance. One if for theme options, and the other is a Theme Documentation. Should, I ask the user to include both these pages under one? Or is it fine?
