[theme-reviewers] Can an author Use footer credit link if no ThemeURI has been specified?

Not to throw cans or anything, but wasn't here a discussion a couple 
months back where it shook out that this is actually counter to the 
intent. meaning that this would actually tend to discourage developers 
from making the credit link optional?
