[theme-reviewers] Guidelines: Plugin Territory - Asking the user to install plugins?

Yes; Themes cannot *require* Plugins. Themes must pass the review
requirements as-is, with no Plugins active. Themes can integrate support
for Plugins, but can only *recommend*, not *require*, installation of those
Plugins.
