[theme-reviewers] Bootstrap themes and GPL

Just wanted to pass on note to all reviewers - Bootstrap's license is only compatible with GPL 3.

A lot of themes have been approved/being approved without this being checked.

@Admins, how do we handle such tickets when they come up for an update review - i.e priority #1?

Unless I've missed the boat on the license compatibility issue?
