[theme-reviewers] GPL and limiting usage

It should be removed immediately. It shouldn't have been approved in the
first place, that was a mistake. We all make mistakes, no worries.

No one's trying to ban PageLines from WPORG or anything, but like everyone
else, they need to meet all the requirements before they're allowed into
the repo.
