[theme-reviewers] place holder images

Again pixabay has a users agreement that limits its use. Aka they cant be used on pornographic websites etc. This is not gpl compatible.

It might not be exactly what you're after, but a few months back Emil recommended Pixabay. This is what I use for all placeholder images in my themes. All the images are public domain.
