[theme-reviewers] Is it mandatory to support dropdown navigation in our theme?

Why would that be the case? Drop downs are an ascetic choice. As long as 
the documentation says the menus don't drop down, why should the theme 
have to support drop downs?

Drop downs are simply not the only way to handle hierarchy for one 
thing, and not critical to a functioning site for another. There are 
many many solid use cases for a flat menu system and requiring themes to 
carry the overhead for something they don't need doesn't seem the right 
tack to take here.
