[theme-reviewers] Theme Problems

I am currently reviewing a theme that: 
1. fails the no post title test as no post title is displayed and there is no way of linking to
the post



2. Repeating sticky posts later on in blog post list on
front page.
3. Failed title with markup test as the text "with" was not indented and the text "markup" was not bold
Should i reject the theme due to them or jst alert the person to these problems as they are minor and there are no other problems?
