[theme-reviewers] Theme Developers should get a chance for fixing issues?

Most people will leave the ticket open and give the developer an
opportunity to resubmit. Personally, I only close tickets when the
developer isn't making an effort to actually test issues before
resubmitting, as I don't think it's my job as a reviewer to do a
developer's QA or bug testing.

Honestly this isn't much of an issue since we've eliminated waiting times
for reviews. If a ticket is closed as not approved, when they open a new
ticket it will get reviewed in about the same amount of time as it would
take if the ticket was still open, possibly faster.
