Can you please link to the ticket you're reviewing? It would be immensely
helpful in answering your question more specifically.
But in general, the others have nailed it: e-commerce *functionality* is
Plugin territory, but it is perfectly acceptable to integrate *support* for
a given e-commerce Plugin.
