[theme-reviewers] Theme reviewer incentive progrm

Can i propose a modification to incentive program :

Instead of rewarding top 3 each month, reward any reviewer who completes 30
reviews(30 being the average number of reviews the first placed reviewer
performed over 3-4 months of this program)
So in effect we get 1 month in featured themes for every 30 themes we
complete.

This will be more work for admins but reviewer interest will be more, less
hurry and less reopened tickets, also will be fair to reviewers who miss
out on the reward by a few tickets.
