No, but if it is pointed out in a way that the theme reviewers can easily
find it (say, by a theme author leaving a comment on the previous review
ticket saying that they should add attribution), then the reviewer can
factor that in as well.

Lack of proper attribution is indeed an issue that should be pointed out
in-ticket. The best way for theme authors to handle this sort of thing is
to do exactly that. Then reviewers can see the problem in the next ticket
for that theme, and handle it with the theme then.
