[theme-reviewers] Regarding the AGPL license

It is not actually compatible with the GPLv3, it possesses the quality
that it can be combined with GPLv3 code into a single distributable
unit. Code licensed under the GPL cannot be re-licensed under the
AGPL.

As themes inherit their GPL nature from WordPress and the default
themes, they cannot be licensed under the AGPL, since this would be
adding additional restrictions to the license. Therefore this license
is not acceptable for themes in the WordPress repository.
