[theme-reviewers] New review process for existing themes

Hey guys and gals,

I'm a little confused about the new review process for updates for already approved themes? What exactly are the changes?

I thought the whole point of the recent updates was to help get priority #1 reviewed, and live faster, yet since the new method has been implemented there is now a 10 day backlog of unreviewed theme updates.

It is looking like we traded the week delay in getting themes live for a 7-10 day delay in even getting reviewed now.
