[theme-reviewers] control widgets on theme activation

Hello,
would be a good thing to play with widgets on theme activation to 
control better the design of a theme?
I am not sure that play with database would be a good thing. (if choose 
which widgets will appear in one or other widget area is the point to do 
that).
