[theme-reviewers] New review workflow

I get all emails when i am the theme author, i.e. new upload/reviewer
accepting the ticket/reviewer comments/closing the ticket/theme live
notification.
I don't get the emails when i am the reviewer. i.e. when theme author
replies/comments inticket.
