[theme-reviewers] Theme Updates Queue

Hi Guys,

I just submitted an update to already approved theme and saw it went at the
end of Priority #4. Does that mean the queue process has changed now and
everything goes in the same queue whether its approved or not? That would
be a long wait for an addition of a one liner. :)
