[theme-reviewers] General Question of theme review

Validation isn't required, and honestly isn't all that important -- it
can be a useful diagnostic tool when a lot of things seem to be
displaying wrong, but aside from the weird edge case of XHTML-strict
it doesn't actually make a difference.
