Note to all reviewers: Unless you're actually reviewing a theme,
please don't close tickets as "newer-version-uploaded", because this
destroys the queue system.

The correct way is to a) pick a theme to review from the queue, b)
check the links to other versions, and then c) review the latest
version, closing all the previous versions that may remain open. This
ensures that the queue remains first-come, first-serve.

Closing old versions early changes the ordering by removing those
early versions, and penalizing those who have made updates later for
submission. The old versions can be closed when the review is being
done, they shouldn't be closed "early".
