[theme-reviewers] Push Live Request

I agree that it is important to get updates (bugfixes/security) for in-use
Themes into the hands of end users as quickly as possible.

One way to ensure that is to have only Admins review the Priority #1 queue,
since we can immediately push approved Themes live.

Just throwing that idea out there for consideration. What do you think?
