[theme-reviewers] Clarification on non-GPL themes on Author/ThemeURI

I closed all of their themes in the queue. What about approved themes?

For instance this one:

It was just approved yesterday so it is probably not live yet.

They have 9 themes in the repository, all of which I just rejected an
update to, except the one who's ticket I mentioned above. This is there
